Freeciv is an open-source empire-building strategy game inspired by the progress of human civilisation. You found cities, gather resources, decide on government and build an army, guiding a society from early history towards advanced technology. The interest lies in how those systems compete for attention: an immediate military need can pull resources away from long-term growth.
This is Freeciv’s own strategy game and rules, not a browser conversion of a commercial Civilization executable. The community server makes it possible to play against the computer or other people through a web client.

The host offers single-player against the AI, ordinary multiplayer, hotseat on one computer, play by email and Longturn games with one turn each day. Those are meaningfully different commitments. A solo game is a useful place to learn the interface; a daily-turn game makes room for planning and diplomacy between moves.
Longturn listings include rulesets, player-experience restrictions and alliance conditions. Read the game’s Info page before joining. A beginner-only match and an expert event may use the same client while asking very different things of the player.
Freeciv-web pairs a browser interface with a Freeciv server. Opening New Game or joining a listed game uses that hosted setup; you do not need to install the repository’s Java, database or server tooling to be a player. Those longer installation instructions are for operating a server yourself.
The project documents HTML5 support and both isometric 2D and WebGL-based 3D clients. The community homepage’s solo route emphasises isometric graphics. Choose the actual game and client offered by the host rather than assuming that every Freeciv-web deployment has identical modes or presentation.
